Abstract :
Auditors of the Court of Accounts, as financial supervisors, play an effective role in monitoring the environmental performance of executive agencies. By assessing the degree of compliance of organizations with environmental regulations, they can help protect the environment and improve its quality. However, performing this role is accompanied by numerous ethical challenges that can affect the effectiveness of environmental auditing. The present study aims to identify and prioritize the ethical challenges faced by auditors in the field of environmental auditing, and attempts to provide a suitable platform for improving the quality of this type of audit. The results of this study can be used as a guide for policymakers, auditors, and other stakeholders in strengthening environmental auditing and moving towards sustainable development. This research is exploratory and was conducted in the period of 2025 using a mixed research method (qualitative-quantitative). The statistical population in the qualitative section included auditors of the Court of Accounts of the country, auditors of other institutions, and faculty members of universities. In this section, 20 experts were selected selectively (purposively). In the quantitative section, 384 people were determined and selected as a statistical sample based on the Morgan table. Based on the results obtained, 15 main components and 52 sub-indicators related to the ethical challenges of environmental auditing were identified and extracted. Therefore, the results of this research can provide a comprehensive and accurate framework for the Court of Accounts of the country to take an effective step towards improving the performance of auditors and optimizing the supervision of environmental issues by identifying existing weaknesses and challenges.
